The City is pleased to make possible below-market rate (BMR) homeownership. Below market rate homes are specific dwellings where eligibility is based on income and household size. The program also assists current BMR homeowners in selling, refinancing or making capital improvements to their home. The program is designed to serve low and moderate-income households. Preference is given to households who live and/or work in Concord, but all are encouraged to apply. Bay Area Affordable Homeownership Alliance (BAAHA), a non-profit organization, assists the City in administering the program. The City of Concord is excited to announce that on June 15, 2020, the City made available five, newly constructed below-market rate (BMR) homeownership units affordable to households at or below 120 percent of area median income. These 3-bedroom homes are being constructed by Discovery Builders and are starting at $526,466. Four of the homes are located within the Willow Terrace community located almost directly across from the Civic Center on Willow Pass; one home is located within the Vista Heights community on the corner of Clayton Road and La Vista Avenue. There is one home left for purchase within the Willow Terrace community.
