    This is a fifteen minute Public Comment Period for items within the City Council's subject matter jurisdiction that are not on this agenda. Each speaker will be limited to approximately three minutes. State law prohibits the City Council from acting at this meeting on any matter raised during the Public Comment Period.

    1. Presentation - to Father Marin of the St. Demetrios Greek Orthodox Church proclaiming September 15, 16, and 17, 2017, as "Greek Festival Days" in the City of Concord. Introduction by Mayor Hoffmeister.
    2. Presentation - by Elaine Schroth, Visit Concord, on Visit Concord: Tourism Improvement District Annual Report. Introduction by Mayor Hoffmeister.


    1. Receiving - the Quarterly Treasurer's Report for the period April 1 - June 30, 2017. (No Fiscal Impact) Recommended by the City Treasurer.

    The public is entitled to address the City Council on items appearing on the Consent Calendar before or during the City Council's consideration of the Consent Calendar. Adoption of the Consent Calendar may be made by one motion of the City Council, provided that any Councilmember, individual or organization may request removal of an item from the Consent Calendar for separate consideration. If a request for removal of an item from the Consent Calendar has been received, the Mayor may defer action on the particular item and place the same on the regular agenda for consideration in any order s/he deems appropriate.

    1. Considering - approval of the minutes from the meeting of May 23, 2017. Recommended by the City Clerk.
    2. Considering - confirmation of the Commission on Aging recommendation of member Fuad Orman to serve as the City Representative on the Contra Costa County Advisory Council on Aging. Recommended by the Mayor.
    3. Considering - adoption of Resolution No. 17-63 approving the Final Map for Subdivision 9392, Autumn Brook (Assessor's Parcel Number 147-350-003); approving the Subdivision Improvement Agreement and the Storm Water Maintenance Agreement for the subdivision; approving the street name Autumn Brook Place; and authorizing the City Manager to execute the Agreements, subject to approval of the City Attorney. Recommended by the Assistant City Manager.
    4. Considering - approval of a Professional Services Agreement with Harrison Engineering, Inc. in the amount of $139,400 for project design and related services for Commerce Avenue Complete Streets (Project No. 2085), and authorizing the City Manager to sign the agreement, subject to approval of the City Attorney. (Measure Q, Measure J) Recommended by the Assistant City Manager.

      CEQA: Does not constitute a "project" under CEQA Guidelines 15060(c)(2) and 15378; in the alternative, is exempt pursuant to Section 15061(b)(3).
    5. Considering - appointment of Vice Mayor Birsan to fill in for Councilmember McGallian at the September 19, 2017, Special Meeting of the Council Committee on Recreation, Cultural Affair, and Community Services. Recommended by the City Clerk.

    6. Considering - responses to two Contra Costa County 2016-17 Grand Jury Reports: No. 1707, Homelessness in the Cities, and No. 1709, Concord Naval Weapons Station Reuse. Recommended by the City Clerk.

    7. Considering - adoption of Resolution No. 17-014 allocating Concord/Pleasant Hill Health Care District (CPHHCD) Funds for the Lions Center for the Visually Impaired and Meals on Wheels/Senior Outreach Services Care Management Program in the amount of $10,000 each for Fiscal Year 2017-18. (Concord/Pleasant Hill Health Care District Funds) Recommended by the Assistant City Manager.

    Persons who wish to speak on Public Hearings listed on the agenda will be heard when the public hearing is opened, except on public hearing items previously heard and closed to public comment. After the public has commented, the item is closed to further public comment and brought to the Council level for discussion and action. Further comment from the audience will not be received unless requested by the Council. No public hearing shall commence after 10 p.m. unless approved by majority vote of the City Council.
    1. Considering - introduction of Ordinance No. 17-12 amending Concord Municipal Code Title 15, Buildings and Building Regulations, by adding Section 15.120, Electric Vehicle Charging Systems, by reading of the title only and waiving further reading.

      CEQA: Categorically exempt under Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
