    This is a fifteen minute Public Comment Period for items within the City Council's subject matter jurisdiction that are not on this agenda. Each speaker will be limited to approximately three minutes. State law prohibits the City Council from acting at this meeting on any matter raised during the Public Comment Period.

    1. Update - on the City's Unfunded Liabilities, including infrastructure and other needs, for use in the Long Range Financial Forecasting Model. Report by Donna Lee, Budget Officer.

  5. CITY COUNCIL CONSENT CALENDAR
    The public is entitled to address the City Council on items appearing on the Consent Calendar before or during the City Council's consideration of the Consent Calendar. Adoption of the Consent Calendar may be made by one motion of the City Council, provided that any Councilmember, individual or organization may request removal of an item from the Consent Calendar for separate consideration. If a request for removal of an item from the Consent Calendar has been received, the Mayor may defer action on the particular item and place the same on the regular agenda for consideration in any order s/he deems appropriate.

    1. Considering - approval of the minutes from the meetings of October 11, October 17, October 24, and November 28, 2018. Recommended by the City Clerk.
    2. Considering - acceptance of improvements for Ellis Lake Pathway Repairs, Project No, 2349A; and directing the City Clerk to file a Notice of Completion. (Funded by Measure WW, Measure Q, and General Fund) Recommended by the Director of Community and Economic Development.
    3. Considering - acceptance of improvements for Meadow Homes Park Playground Installation, Project No. 2352; and directing the City Clerk to file a Notice of Completion. (Funded by Measure WW and Parkland Dedication funds) Recommended by the Director of Community and Economic Development.
    4. Considering - acceptance of improvements for Ellis Lake Park Playground Improvements, Project No. 2349; and directing the City Clerk to file a Notice of Completion. Recommended by the Director of Community and Economic Development.
    5. Accepting - the Comprehensive Annual Financial Report with Independent Auditors' Report and Required Communications Letter for the Fiscal Year Ending June 30, 2017. Recommended by the Director of Finance.
    6. Considering - award of purchase of a 2018 telescopic aerial truck to Altec Industries, Inc. in the amount of $157,211. (Annual Vehicle Replacement Fund) Recommended by the Director of Public Works.
    7. Considering - adoption of Resolution No.18-2 authorizing the application for FY 2018-19 Transportation Development Act (TDA) Article 3 Grant Funds in the amount of $160,000 to support the Salvio Street Bikeway Improvements Project. Recommended by the Director of Community and Economic Development.

      CEQA: This project qualifies for a Categorical Exemption pursuant to the California Environmental Quality Act Guidelines Section 15301 - Existing Facilities and Section 15304 - Minor Alterations to Land.

    1. Considering - providing direction to staff on the development of a local ban on the use of polystyrene containers. Report by Jessica Gonzalez, Assistant Planner.

If you would like better audio reception, a loop receiver that picks up the audio loop is available from the City Clerk.
