Redevelopment Agency
The Redevelopment Areas of the City of Concord encompass the Central Concord, North Concord, Willow Pass Corridor, and Monument Blvd Corridor. The goal of the Redevelopment Plan includes:
- Elimination of blighted conditions which have prevented the proper utilization of buildings or land in the Added Area, including, among others, deficient or deteriorated buildings, inadequate or unsafe pedestrian and vehicular circulation and access, lots or buildings of inadequate size or substandard design, incompatible uses, properties containing hazardous wastes, and inadequate public improvements or utilities.
- Strengthening of commercial and light industrial functions.
- Expansion, improvement and preservation of the community's supply of low and moderate-income and market-rate housing.
- Provision of adequate land for parking and open spaces.
- Maximizing of opportunities wherever possible for the retention of existing property interests, for local investors as well as for the continuation, revitalization and expansion of existing commercial enterprises within the Area.
Redevelopment Agencies are empowered by the state of California to partner with the private sector to create new images for communities and revitalize declining areas. They accomplish this by reinvesting property tax increments from properties within a designated redevelopment area back into that area. The Agency's Redevelopment Program is organized broadly into the following six categories:
- Circulation, landscaping, parking and beautification improvements
- Public facilities and infrastructure
- Economic Development
- Building Rehabilitation
- Site Preparation and Development
- Development and Preservation of Affordable Housing
Economic Development Program
The City's Economic Development program fosters continuous community renewal and growth needs to ensure long term fiscal stability for the City. Economic Development staff implements the City's Economic Vitality Strategy that sets forth goals and objectives including:
- Retain, Expand, Develop and Attract Business
- Maintain and Expand Sales Tax and Transient Occupancy Tax Revenue
- Revitalize Concord's Downtown Business District
- Enhance Educational, School-to-Career Training and Workforce Development Opportunities
- Enhance Concord's Quality Of Life

Affordable Housing Programs
The City has a portfolio of programs to assist with the purchase or renovation of homes, apartments, or mobile homes for households meeting low and moderate income guidelines.
- Single Family Home Repair Loan Program

- Emergency Home Repair Assistance Program (Elderly and Disabled)
- Weatherization and Home Security for Seniors Program
- Exterior Enhancement Rebate Program
- Multi-Family Housing Rehabilitation Loan Program
- First Time Homebuyer Program
- Lead Hazard Control Program
- Administer Mobile Home Rent Stabilization Ordinance
- Administer the City's Inclusionary Zoning requirements
Effective February 2008 the Mobile Home Rent Review Board was replaced buy a Hearing Officer Process.
These types of issues are now subject to action by an independent Hearing Officer on an as needed basis.
