SB 1 Creates Safer Roads in Concord

If Prop. 6 passes, Concord will lose $6 million in immediate road repair funding

What is the SB 1 Gas Tax?

Enacted in April 2017, SB 1 is a state gas tax that generates more than $5 billion per year in transportation funding statewide, including over $390 million per year for the Bay Area. Prior to this bill being approved by the legislature and signed by the governor, California had not raised the gas tax since 1994. With roadways aging and pavement conditions getting worse, this measure was intended to restore conditions of state highway and local road systems as well as provide vital new funding for public transportation and traffic congestion reduction.

Proposition 6 on the November 2018 ballot would repeal SB 1, costing Concord approximately $3 million annually in anticipated funding for road repair projects, including:

  • $2 million from SB 1
  • Includes slurry and/or cape seal of pavement
  • Various streets city-wide
  • This project includes the slurry and/or cape seal of pavement maintenance improvements on citywide arterial and collector streets.
  • Anticipated construction: summer 2019

Citywide Pothole and Base Repair
  • $500,000 from SB 1
  • Pothole and base repairs
  • Various streets city-wide
  • This project will consist of pavement pothole and base repairs at various locations throughout the entire City.
  • Anticipated construction: summer 2019

Diamond Blvd Pavement Rehabilitation
  • $325,000 from SB 1
  • Base repairs and resurfacing of Diamond Boulevard
  • Location: Diamond Blvd from Willow Pass Rd to Walnut Creek bridge.
  • This project will involve pavement base repairs and resurfacing of Diamond Boulevard, from Willow Pass Road to the bridge over Walnut Creek and include the upgrade/replacement of accessible ramps on the north side of the intersection and driveways, minor curb and gutter repairs, traffic signal loop replacement, and restriping.
  • Anticipated construction: ummer 2019

Oak Grove Road Pavement Rehabilitation
  • $3 million from SB 1
  • Pavement rehab work on Oak Grove Road
  • Location: Oak Grove Rd from Whitman Rd to Treat Blvd.
  • This project will extend the recently completed pavement rehabilitation work on Oak Grove Road from Whitman Road to Treat Boulevard. Work will also include the installation/upgrade of curb ramps at intersections, minor concrete repairs, replacement of traffic signal loops, adjustment of pedestrian push buttons, and restriping.
  • Anticipated construction: Summer 2020
